The South Dakota Board of Regents (SDBOR) is seeking an Export Control Officer to implement, administer and oversee the system’s export control compliance program. This position will report to the SDBOR General Counsel.
The Export Control Officer will be located on the campus of an SDBOR institution. This position will use leadership skills to carry out the following duties:
1. Developing, maintaining, and updating the system’s export control policy and compliance program; assisting each of the system’s institutions in developing, updating and implementing their export control policies and procedures;
2. Conducting export control analysis of individual projects and technologies system-wide, to include working with faculty and staff at each of our institutions to understand the technology, individuals, and facilities involved and determining whether a technology control plan or license is needed;
3. Assist in developing and implementing technology control plans; serving as the primary system point of contact for advice, resources, education, and coordination of export control compliance;
4. Overseeing and coordinating export control compliance activities; scheduling, facilitating and conducting training of system faculty/staff/students; implement and administer procedures for exports, deemed exports, travel and shipping.
This position requires a Master’s degree in a scientific, regulatory or legal field from an accredited college or university, and 2 to 5 years of experience is preferred. The successful applicant will have ability to interpret laws, regulations, and policies and establish and implement an effective export control compliance program; the capacity to effectively communicate and interact with individuals from diverse backgrounds; and an aptitude for troubleshooting and problem solving.
The ideal candidate will have knowledge of and experience implementing federal regulations for International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC); knowledge of the databases and electronic systems frequently utilized in export control compliance programs. Alternative combinations of experience and education may be acceptable to the hiring authority. The position will require regular travel between the System’s institutions.AA/EEO.
